You will need the mkcmd tool, and msrc to build this.  In fact this
is part of install_base now, so you should just use the build logic
from that package.

Prereq: the msrc_base package (for msrc, xapply, dicer.c that we import).
This is part of install_base now, so just install the level3 package.
